The National Expert on Environment and Social Safeguard (ESS) will provide expert support on environmental and social impact assessments, ensuring that all project activities comply with national regulations, environmental standards, and international safeguard policies. The role focuses on the identification, mitigation, and monitoring of environmental and social risks related to development projects, ensuring that these projects are implemented in a sustainable and socially responsible manner. The ESS expert will work closely with relevant stakeholders, including government agencies, local communities, and international partners, to ensure that the social and environmental impacts of projects are minimized, and that benefits are maximized for all involved.

Key Responsibilities:

  • Environmental and Social Safeguard Management:

    • Lead the development and implementation of environmental and social safeguard frameworks and action plans for projects, ensuring compliance with national and international standards (e.g., World Bank, ADB safeguards).
    • Conduct environmental and social impact assessments (ESIAs), due diligence, and risk assessments for proposed projects, identifying potential risks and mitigation measures.
    • Develop and oversee the implementation of mitigation strategies to address any negative environmental or social impacts arising from project activities.
  • Monitoring and Reporting:

    • Establish and maintain monitoring systems for tracking the implementation of environmental and social safeguards, ensuring ongoing compliance throughout the project lifecycle.
    • Prepare detailed reports on environmental and social risks, mitigation measures, and the status of safeguard compliance for government stakeholders, donors, and project teams.
    • Conduct periodic field visits to monitor the actual environmental and social impacts of ongoing projects, ensuring corrective measures are taken if necessary.
  • Stakeholder Engagement and Consultation:

    • Facilitate consultations with affected communities, local stakeholders, and other relevant groups to ensure that social and environmental concerns are effectively addressed in project design and implementation.
    • Ensure the incorporation of gender-sensitive approaches, stakeholder engagement, and participation mechanisms in the social safeguard processes.
    • Assist in developing grievance redress mechanisms (GRMs) for communities affected by infrastructure or development projects.
  • Capacity Building and Knowledge Sharing:

    • Build the capacity of national and local government staff, project teams, and other stakeholders in environmental and social safeguard policies, regulations, and best practices through training sessions, workshops, and other knowledge-sharing initiatives.
    • Provide technical guidance and mentoring on the preparation of safeguard documents, including ESIAs, Environmental Management Plans (EMPs), Resettlement Action Plans (RAPs), and Stakeholder Engagement Plans (SEPs).
  • Policy Development and Advice:

    • Advise government agencies and other stakeholders on policy development related to environmental and social safeguards, including the establishment of national frameworks and systems for safeguard implementation.
    • Stay up-to-date on global best practices, trends, and international safeguard standards to ensure that the country’s policies and practices are aligned with international standards and commitments (e.g., SDGs, Paris Agreement).
  • Risk Management and Compliance:

    • Provide risk assessments and identify potential social and environmental risks that could impact project success or lead to compliance issues.
    • Support project teams in managing and mitigating risks, ensuring compliance with relevant national laws and international safeguard policies.
  • Reporting and Documentation:

    • Prepare comprehensive reports and documents related to environmental and social safeguards for government agencies, donors, and other stakeholders.
    • Document lessons learned and best practices in the management of environmental and social risks for future project implementations.

Required Qualifications:

  • Education: Master’s degree in Environmental Science, Environmental Engineering, Social Science, Development Studies, or a related field.
  • Experience: At least [X] years of professional experience in the environmental and social safeguards field, with demonstrated experience in conducting Environmental and Social Impact Assessments (ESIAs), preparing safeguard documents (e.g., RAPs, EMPs), and managing safeguard compliance for large-scale development projects.
  • Knowledge:
    • Comprehensive knowledge of national and international environmental and social safeguard policies and standards (e.g., World Bank Safeguards, IFC Performance Standards, UNDP environmental and social policies).
    • Understanding of environmental management systems, sustainable development practices, and social development frameworks.
    • Familiarity with relevant national environmental laws and regulations.
  • Skills:
    • Strong technical and analytical skills, with experience in environmental and social risk assessment, management, and mitigation.
    • Excellent written and verbal communication skills, with the ability to produce high-quality reports and facilitate consultations with stakeholders.
    • Strong problem-solving abilities, with the capacity to work independently and collaboratively with diverse stakeholders.
    • Proficiency in relevant software tools (e.g., MS Office, GIS, environmental assessment tools).
    • Fluency in [language(s)] (spoken and written).

Desirable Qualifications:

  • Experience with International Donors: Experience working with international financial institutions (e.g., World Bank, ADB, UNDP) on safeguard compliance for large-scale infrastructure or development projects.
  • Field Experience: Experience working in field settings and in consultation with affected communities, especially in rural or underdeveloped areas.
  • Languages: Proficiency in additional languages (e.g., [language(s)]) is an advantage.
  • Leadership: Proven ability to manage teams and work effectively across sectors and with various stakeholders, including government agencies, NGOs, and the private sector.
