Customs Affairs Specialist / Head of Customs Operations Full-time Job

Our client, a China-Pakistan freight and logistics company, is seeking a Head of Customs Operations to build their customs affairs system from scratch, form a customs team, and oversee import/export declaration, bonded warehousing, and customs compliance across China and Pakistan.

Key Responsibilities:

• Design the customs department structure; recruit and train declarants, documentation specialists, and compliance officers
• Establish customs declaration SOPs and compliance review processes
• Build clearance networks at major Pakistani ports (Karachi, Lahore, Islamabad, SAPT, KICT)
• Drive the application for the company's All-Pakistan Customs Clearing Agent License
• Set up bonded warehouse operations (inbound, storage, sorting, outbound clearance)
• Introduce clearance business from e-commerce platforms and traditional trade
• Maintain relationships with Pakistan Customs (FBR), PSW, and industry associations
• Monitor customs policy changes and handle audits/disputes

Requirements:

• Hands-on Pakistan customs operations experience preferred
• Established channels with Pakistan Customs, clearing agents, and bonded warehouses
• Proficiency in Pakistan's Customs Act 1969, Customs Rules 2001, and PSW/WeBOC systems
• Familiarity with cross-border e-commerce supervision models (1210/9610/9710/9810) a plus
• English required; Urdu proficiency preferred
